Legal Question in Credit and Debt Law in New York

Dear Team,

My question to you is I have a ticket pending in California for smoking in a non-smoking park, before my court date I moved to New York to take care of my 83 year old Grandma because my Grandfather passed, and she had nobody else to take care of her, because I was not there for my court date they set a fine for 739 dollars and turned it over to a collection agency. I have tried to talk to the collection agency to set up payment arrangements and they want it paid in 6 months,which I cant do I am 19 working part time and going to school. They also told me that my driver's liscence will be taken away until the fine is paid. Is there anything I can do to make payments and keep my liscence.Thank you for your time in this matter.
