debit card account attachment

If one has an outstanding judgment against him or her, is it possible for the judgment holder to attach it to or put a lien on the funds in a debit card account such as a PayPal account for example? Thank you.

1. A judgment in the state of New York can be enforced at any time up to 20 years.

2. A creditor or judgment holder may enforce a judgment by seizure of any assets not insulated by law.

Examples of assets insulated by law are the 'Homestead Exemption' and welfare benefits.

Unfortunately, and against public policy, even government disability payments can be seized.

If the creditor can FIND your paypal, brokerage, or bank account; then that creditor can seize the contents of that account.
