Where to file a small claims court case

Need to file a suit in small claims court in New York State. Both parties live in different towns but in the same county. I know I can file in the county offices but because of backlog would like to file in the town/city court. Would it be filed in the town court of MY residence or that of the person I am suing? I have called the courts several times and received conflicting answers.

A small claims action must be filed in the town/village Court where the defendant resides or does business, NOT in your residence town/village.
