Freezing my bank account
I recently lost in small claims court to my previous landlord and was placed with a judgement against me for 3,000.00. My questions are
1) If i cant pay in full can i make payments,for what amount and whom do i make the payments to
2) if i make payment is my bank account at risk for being froozen
and if i make monthly payments can my income be garnished

You will need to call the landlord (or his attorney) and negotiate a settlement in writing. As long as you make payments per the stipulation, you will not be garnished & your bank account will not be frozen. Otherwise, these are valid enforcement measures.
