Frozen transcripts from school debt

I went to St. Johns University and there was a mix up with my financial aid, this was a few years ago. I didn't get my financial aid paperwork filed correctly. Of course school policy is to freeze my transcripts. I was wondering if there was any way to get my transcripts regardless of the debt I owe the school. Maybe even a time period that they're legally allowed to withold my transcripts. Any help or advise will be greatly appreciated. Thank you, in advance.

There is case law that they cannot withhold this information if you file bankruptcy and force them to release the info...then you can discontinue the bankruptcy proceeding...or continue to get a discharge of your dischargeable debts. Other than that, I think they can hold onto them forever...or at least until the debt is not legally collectible...6 years I believe.
