Garnishing NYPD Pension

Two years ago my mother loaned $27,000 to a retired NYPD officer to open his own business. He signed a promisary note (prepared by an attorney) that he'd repay the loan by this year. The business has not done well and so far he has not repaid any of it and I am concerned that when the payment date comes he will default. Is it possible to garnish an NYPD Pension?

You can garnishee only after a judgment. For NYC, you will need to know his social security #.
