I had an automobile accident in 12/86. I was at fault and my insurance had lapsed recently before the accident. The accident resulted in vehicle damage and a judgment was awarded to the Plaintiff's insurance company during 1991 and case was closed during 1993 with the judgment still open. As this judgment was not vacated, it is blocking me from obtaining my NYS drivers license. After I contacted this insurance company I was told that they can block me from getting a NYS drivers license for 20 years if the judgment is still open. Is this correct?

I don't know about blocking issuance of the license, but under NY law, yes, a judgment can remain of record for up to 20 years. Under certain circumstances, the lien effect of the judgment may be removed, however, after only 10 years. And, of course, there's always bankruptcy..
