Here is the scenario:

Creditor obtains judgment in NY State in 1986. Judgments in NY are good for 20 years.

Creditor locates debtor who has no assets in 2003 and begins wage garnishment, but due to high amount of judgment, there is no way it will be paid by 2006 (end of 20 years)

Here are the question:

When 20 year anniversary of the judgment expires, is the debtor released from the remained of the debt?

No. A judgment that is in repayment (as the result of a garnishment) does not expire. It is extended while it is in repayment.
