Legal Question in Credit and Debt Law in New York

Lien

There is a lien on my bank account and taxes. The dept was a credit card from May 2000. The Law Office that is collecting is asking more than i have to survive, do i have any rights to lower the amount. The card was used to help my son and i move out of NYC after 9/11. I lived on South st. just 5 blocks away from world trade with my mother. Im working as a neuro tech at a big hospital in NY and I have 2 boys I want to clear dept and progress but i dont have what they are asking. My paycheck that goes toward rent and food is being held in that bank account!!!! Do I have any rights and how can i get this dept cleared from my credit report????
