How long do I have to answer a summons?

I received a summons from Supreme Court of Westchester County from a collection agency for creditor to whom I owe 1,071. I have been working with a debt settlement agency, but they won't give me legal advice. Is there any way for me to negotiate a settlement for this on my own? I received the summons on 1/16/07. How long do I legally have to answer?
