Mechanics Liens
I released a contractor with whom I had an agreement. Found he was stealing lies etc. He then wanted me to pay for total services not performed and then in turn put a lien on my property stopping me from my final draws for my contruction to close my loan. What are my options? I can not bond the lien as it is for $21,500.00 with 9% interest per day.

You can absolutely bond the lien in accordance with NY Lien law section 19.
I also suggest reviewing the lien with an attorney. There are several things an attorney may be able to do to have the lien extinguished. For example, if a more definite statement is served on the lienor, and the lienor fails to respond, that constitutes grounds to discharge the lien.
Finally, a lien is only as good as the underlying obligation. And in your case, to know what the underlying obligation was, I would have to look at the contract.
