How much money
If we owe $4000.00 and they already took $500.00 from our bank account can we decide how much we able to pay each month or does the creditor decide how much we have to pay. What is the least amount percentage wise do we have to send?

This sounds as if you have had a judgment entered against you in court and the judgment creditor has seized your bank account.
That $500 will be deducted from the amount owed, which amount would be the amount found on the judgment (you would have seen a copy of this).
The balance of the judgment amount will have to be paid, and the percentage is not at issue; simply when you will pay it in full.
