Legal Question in Credit and Debt Law in New York

I owe a judgment for a small amount and am looking to contact my creditor ( which is in a different State) I have a bank account, I work and I have read that a new law came out to protect me from seizure of my account if i keep less than $ 1,800.00 in it...is this true? or is it for the exempt people like welfare etc.

The law concerns exemptions from people receiving social security, veterans benefits, welfare, etc. It has nothing to do with the amount of money in the bank.
