Partnership and payments not fulfilled.

I lent $45K to a friend to start a partnership in a restaurant. She since has paid me nothing on the partnership, and has not paid me my money back. Can you tell me the best way to sue, and can I charge interest?

You should consult with an attorney that specializes in collections matters and see if he/she feels that the case is worth taking on on a contingency fee basis. This will depend on what evidence you have to substantiate your claims and the collectability of any resulting judgment against your friend.
