What is the proper procedure to levy a bank account of a judgment debtor?

Assuming the account really is in New York, you write up an execution, have the clerk sign it, and deliver it to a City Marshall (if out of Civil Court) or Sheriff (if out of Supreme) and tell him where the assets are. An account opened at Bank of America in Peoria is not "IN" New York, so you can't execute on it. But you could bring a turnover proceeding, for which you probably would need a lawyer.
