Legal Question in Credit and Debt Law in New York

I just received a bill for the first time from an appiontment in 10/03/2001

The co-pays were met etc.

now they want 30.00, 9 years later

I'm in NYS. Have they run out of time ?

or can they still ask me to pay ?
