Restraining order on bank account

Over a pased due credit card bill a restraining order has been placed on my bank account, what does this mean?

The immediate meaning is that no money may be removed from the account.

There is a further significance: that a civil court action (lawsuit) has been resolved against you and a judgment has been issued for the credit card amount. This is the source of authority for the order attaching you account.
