restraint on bank account

is a lawyer (on behalf of creditor) required to give debtor notification prior to putting a restraint on a bank account?

No. A judgment against you puts you on notice and gives this right to creditor"s agent.

If they were required to give "advance notice" that would defeat the purpose as people would most likely close their bank account/remove the $$.
