Legal Question in Credit and Debt Law in New York

I have a started a child support case in Family Ct in Bklyn son is now 24 and father owes arears and lives in chesapeak Va. Va saids their case is closed to contact NYC. NYC saids they will contact Va still nothing is done as of yet they push me back and forth. will I have to get an attorney in VA to sue for arears. I keep contacting the SCU unit and they keep telling me they will send him a letter and contact Va child support. I call the child support unit here in NY and they say all reps are busy call back later I get nothing done its disgusting this man owes over 100,000 in arears. can I sue him for this arears im on a fix income (pension). I have know money to pay for this question.im now visiting my sister in greensboro NC 27401 Im using her email address I don't know her secret code she's not here at the moment. can I use the code we use when we use weston union to send money to each other.
