my 16 year old daughter skipped school one day and got in a fight which left her with a severe concussion the police officer said we couldnt press charges because she was a willing participant unless she suffered personal injury like a concussion he seen the video that was taken of the fight and posted on facebook as well as the doctor report that said severe concussion am i missing something here? also she was referred to upstate concussion clinic whom forgot about her so she never got her treatment, now if something happens as a result of can someone be held responsable?

This case sounds like it would be in the area of a civil lawsuit. You need to ask on the civil litigation section of the LawGuru. You don't press charges criminally, only the prosecutor can do that and apparently they are not willing to. You might have a civil lawsuit.
