Are all 16 year olds considered adults in the NYC/NYS legal system?

Yes. Juvenile delinquents are over 7 and less than 16. However, there are other categories like juvenile offender which is ages 13, 14, 15 who are charged with serious felonies; and youthful offender, ages 16 to 18 who have a criminal conviction replaced with a non criminal youthful offender determination.
