what is the age minimum to bail someone out in NYS

You would need to be an adult -i.e. 18 to be competent to enter into a bail agreement, so that would be the minimum age to be the "official" person to post bail. If you are not 18, and you have a friend/relative who is, you could, I suppose, give them the money to bail an individual out for you.
