The charges are supposed to be read in court so you have notice of them. However, most attorneys during arraignment will waive the public reading of the charges since they are given a written copy of the charges.

You can be arraigned for 2 felonies and the judge can read the charges in open court. As a matter of law the accused must be advised of the charges in open court unless otherwise waived.
