YES, you have no right of privacy, generally, to identifying marks on your body such as tattoos.

Generally, yes... same as fingerprints and mugshots. Tattoos are tracked for identifying marks, gang affiliation, and as evidence of dangerousness (based on the 'language' behind some tats). However, you should consult an attorney to see if your cuircumstances amount to an invasion fo privacy or civil rights violation.
