arrest without a warrent or report

can you be arrest and charged for a crime without a warrent or arest report. we only got witness statements but nothing else.

Yes you can be arrested without an arrest warrant based on the testimony of witnesses. Most cases come into the system exactly that way.

Most arrests occur without a warrant. There are a few instances where the police are required to have a warrant in order to make an arrest, but I would need to speak with you in order to determine if you fall into one of those special categories.
