A charge of Petit Larceny in New York state, is a class "A" misdemeanor and carries a possible sentence of up to one year in jail, so yes your friend should get a lawyer. A competent lawyer should be able to resolve this case for your friend with a non-jail disposition and ideally without a criminal conviction.
