Assault/Battery
Victim (age 62) was in his own place of business when vendor owners of a product used by victim came to victims place of business and proceeded to the kitchen area and forcefully pushed the victim in dishwasher and table adjoined to machine causing pipe to break under dishwasher as well as causing injury to victims back. Victim called 911, no emergency personnel arrived. Victim then called the local police and requested help; local police never arrived, but called about 15 minutes later wanting to know if assailants were still there.
A police report was finally filed and the local police have yet to follow-up on incident. Please guide as to what steps to take to press formal charges against the assailants, 911 and the local police department for failing to follow protocol.

Re: Assault/Battery
There are several things you can do in this situation: Talk to the Police Officer in charge of the Investigation and talk to his Superior Officer at the Police Department. They should assign a Detective to the case. You can also contact the local District Attorney's Office and talk to them about the incident. Make sure to have a copy of the police report and receipts for the damages to the pipe if it has been repaired.
If there are personal injuries involved, take pictures of any bruises and marks, follow-up with a doctor. If there is a serious long-term injury involved, consider following up with a doctor for full treatment. You may decide to sue the responsible party for personal injuries.
