Can a bull-proof vest be worn by a civiain sch as a body guard or security guard. or is liencing required

Anyone can wear a bulletproof vest. It is not a weapon, but merely a protective device/shielding. While this is not an issue I have come across before, and I have not researched it personally, I am confidant of my answer to the question.
