How do I go about changing my legal aid attorney to an 18B attorney in New York?

That is up to the judge. You have to make an application to the court that you can not work with your present attorney due to a difference of opinion on the strategy of your case. That you are not communicating and need a new attorney. Some judges might, and I repeat, might grant you a change of attorney to another State paid attorney.
