can i be charged criminally with theft of services for an unpaid credit card bill

This can be possible, but not usually likely. Have the police contacted you with such a charge? If you are contacted make no statements without an attorney present. However, usually with an unpaid credit card, they will go to collection services and proceed in civil court. Also, this will hurt your credit rating. If a collection agency is threatening this, you should call the local consumer bureau as they are not allowed to do this.
