If someone began being sexually abused by her father at the age of 10 and is now 55, can she still press charges against him for it? He is a school teacher and has been forced to, and allowed to change school districts several times because of molesting students. He recently was forced to retire or be fired, and chose retirement, but still gives private lessons.

There is, of course, a statue of limitations problem. However, the district attorney's office can run an investigation into the person's current activities.
If you chose to seek civil redress, there are ways around the statue of limitations problem, but they are very narrow and limited in application to those who have been so psychologically damaged as to have been rendered incapable of "handling their affairs," which precludes an overwhelming majority of potential plaintiffs.
