what is a case dealing with someone's civil liberties being violated dealing with the freedom of speech?

It is not a criminal matter but a civil one, as you note, and the usual form of redress is a section 1983 action, provided you are talking about a violation committed by someone acting under color of state authority. If you're talking about your neighbor impairing your freedom of speech, there is no constitutional issue.
