Compensation following wrongful arrest

In May of 2006 my girlfriend was arrested on a disorderly conduct charge. The result was an adjournment in contemplation of dismissal. However when she was first processed the system showed she had an outstanding warrant for an unpaid ticket 15 years ago. The ticket was paid 15 years ago and her mother still had the receipt for the paid ticket. As a result she was held for 3 days at rikers island. In addition she was unable to land a new job in the banking industry due to this showing on her record. Does she have any legal action she can pursue aganist the city for her ordeal. There may be a claim. However, a Notice of Claim needed to be filed within 90 days of the arrest. If it was not done, you may still be able to make a motion to file a Late Notice of Claim, which must be done within the applicable statute of limitations.
