Would this be considered mail fraud?

Someone sent a letter to my house with the return address of a fake institution. They did not ask for any money or personal information or any reply. They asked me to fill out a survey about elderly people, but then at the end of letter said they have not included the survey because I'm so old I will probably forget to mail it.

So there was nothing vulgar or threatening in the letter, it was pretty much just a joke. But is that considered mail fraud and is there anyway to pursue it legally?

It is not mail fraud. It is at best harassment. If you really wish to persue it, contact the post office and ask to speak to a postal inspector.

Please remember, if you should decide to persue it, you will be spending a lot of time on it with little or no punishment at the end. Only you can determine if that is worth your time given the practical joke value of the act.
