After convictioon in new york state, can a defendant get access to the grand jury minutes of the procecutor's witness testimony?

You need to move the Court for leave to copy the Grand Jury record you wish to have. That's not difficult.

Your attorney can petition the court to inspect the grand jury minutes. The attorney should have made such a motion before either taking a plea or going to trial. The grand jury minutes aswell as any other hearing minutes provide the most important information in determining a defense strategy.
