can district attorneys add charges to a persons record with out that person even being arrested ,charged and arraigned on said charges

GENERALLY NO, but if you are currently being charged with a crime they may add charges to the open current case, as long as the evidence supports it, this does not create 'a record' - just an amendment to the criminal case.
