Welcome to my world.
Being a defense attorney is always difficult. the police are not known for their veracity. They call it not 'testifying', but 'testi-lying'. That is police slang.
You must file a complaint with the Civilian Complaint Review Board and follow through as best you can. It has nothing to do with you personally, they treat everyone this way.
You do not have a civil or criminal complaint against the officer for not arresting you, but you do have one for lying to you. And if he lies in any statement, then you have a civil claim there.
You also need an attorney to approach the DA's office on this case. Your side must be presented directly to the DA, otherwise only the police version will reach the DA and you may wind up with a criminal record.
Get a lawyer NOW. You must have a representative in this process or you will be the victim.
