If you are referring to a criminal charge the answer is "no." You can make your position known to the prosecutor in the hope s/he will consider dropping the charges, but you cannot drop the charges by yourself. Be very careful about what you say if you do have that discussion with the prosecutor; you do not want to incriminate yourself in any manner.
