Legal Question in Criminal Law in New York

I do not know if i am posting this question in the right forum however any advise that you can give would be greatly appreciated.
If someone has power of attorney over their parents finances as the parent is disabled with a chronic disease and is in a home, would it be considered embezzlement or other crime if they were to abuse the privledge of the poa?
By calculation there have been approx. 28k worth of ATM withdrawls alone from parents bank accoount, this year alone. parent does not have access to ATM machines nor have that many different bills that require such large amounts of cash withdrawls.
If a crime has been committed who would need to file? the parent or other?

Yes thats illegal conduct. Anybody can report the crime tot he police
