Legal Question in Criminal Law in New York
ethics or criminal violation?
Planning board chairman is also engineer. Contracts to do private work in his town. Work requires approval from his board. Remains on board and approves work. His involvement is anonymous. Is this criminal violation?

I am not sure what you mean by anonymous involvement. Is he a silent partner in the construction?
If you can prove your charges, take them and your proof to a lawyer who will then take them to the district attorney or if Federal crimes have been committed to the US Attorney's office.
