Legal Question in Criminal Law in New York

extradition

I need some help. lets say there is a person with two felonies, a probation violation, and this person broke bail all in New York state. If this person is now living in Virginia, can they extradite this person back to New york state to face the crimes that this person committed? This is very important and I really need some help. I have read New York state's extradite law but I do not understand it. I need someone to explain it to me in lamens terms. Please help me. Thank you.
