can you be a felon if you never went upstate and only did 6 months on rikers island for drugs at 18 years of age

Yes. The sentence does not determine the level of the crime. Many felonies have no minimum jail term. So, if the crime one pleads to or is convicted of is a felony and the person did not get "youthful offender" status . . . that person is a "Prior Felony Offender."
