Legal Question in Criminal Law in New York

Felony

The police have charged my 19 year old grandson with criminal possession of a controlled substance on 01/20. Prior to that, for about a year or more, they corcerced him to turning in dealers and sellers of drugs for them. He needs legal help to clear his name and these charges which are bogus. How can they charge someone after over a year?
