Legal Question in Criminal Law in New York

My fiancee has an outstandinG DUI charge and an outstanding assault charge in CT. His licence was suspended from a previous DUI charge and now he wants to reinstate his licence in New York State. Is this possible without taking care of the outstanding charges? Will CT extradite him?
