forgery - felony?
if someone walks into a bank, forges their former spouses signature to withdraw from a frozen acct that no longer belongs to them in the amount of $3,500. Is this a misdemeanor or Felony? What actions can and should be taken?

It depends on the circumstances of the act and what the District Attorney decides to charge the person with. Your first step should be to contact an attorney to protect your rights and then with the attorney, you should contact the D.A's office if you and your attorney decide that this is the right action to take.
