a friend of mine signed his estranged exwifes name to a NY state federal income tax refund check. The check was for $1000. What kind of trouble is he looking at?

Forgery is a felony. You say he signed a NY State federal income tax check. It is either a state check or a federal check. IF it is a federal IRS check he is looking at a very possible federal case and increased penalties. This all assumes he did not have either the right or the duty to sign the check in the first place.
