Legal Question in Criminal Law in New York

I have been harrassed by an exboyfriend for 5 years. He calls my place of employment and leaves nasty messages on my voice mail, during non working hours..I never speak or call him.

Last year it elevated to him seeking someone to hurt me through an ad on Craigslist. The person who answered the ad when realizing what he wanted contacted the County Sheriff's office , who contacted me. Nothing was none..because he lives in Arizona and I live in New York. This week a different County Sheriff's office contacted me of the same thing happening. My exboyfriend was requesting that my legs be broken. The Sheriff's Department again said they can't do anything because he is in another state. Advised me to be careful and watch who is around me at all times. I'm so depressed....isn't there any thing that can be done?? Or do I have to wait untill I'm injured or murdered? Any Advise?

Contact your local police department and make a complaint against him for at least Aggravated Harassment, which is a misdemeanor. This is a crime in both the sending and receiving area, so NY has jurisdiction and can issue a warrant for his arrest in NY so if he ever enters the state he can be arrested. Tell the police the whole story and they may be able to come up with a felony and have him extradited to NY. Generally they don't extradite on misdemeanors.
