An inactive docket preserves a complaint for people who have been exposed to a harm but have not yet exhibited signs of actually being harmed. It is meant to keep court calendars clear but preserve the rights of those that may later be harmed also allowing defendants to preserve evidence they may need if these "inactive"cases ever activate.
