Is the public or family member of accused allowed to request index number on a charge

Of course you can; because ANYONE can get the docket number or indictment number (you called it the "index" number). In fact, if you go to the court's website, you can get it yourself.

Index numbers are used in civil cases. If it is a criminal matter the case will have a docuket number or indictment number assigned. If the case is still pending then this information is available to the public. Please feel free to contact my office if we can be of any assistance in this matter.
