You need to look in the Consolidated Laws of New York Annotated, under Correction Law, and also the Unconsolidated Laws of New York. You may also choose to search for "guidelines" or "rules and regulations" or "by-laws" of a particular institution in an administrative law collection if dealing with a city. This presupposes that you have access to a law library, actual or virtual, and that you take the time to cross reference whatever information you do obtain. I am not aware of any single volume or one source book of such information. It depends on what your looking for. You may also want to try a legal encyclopedia such as the American Jurisprudence collection. Hope this helps you.
